Rencana Pemerintah Provinsi Jawa Tengah melalui Perusahaan Daerah Citra Mandiri Jawa Tengah untuk memanfaatkan lahan eks Pabrik Es Saripetojo yang berlokasi di Kampung Jantirejo, Kelurahan Sondakan, Kecamatan Laweyan, Kota Surakarta menjadi mall menimbulkan konflik. Konflik yang berlangsung sejak tahun 2011 sampai dengan 2013 tersebut akhirnya selesai. Penelitian ini bertujuan mengetahui konflik yang terjadi, mencari penyebab konflik, mengetahui stakeholder yang terlibat, mengetahui proses penyelesaian masalah, mengetahui tipe konsensus dan mengetahui tingkat kepuasan terhadap hasil konsensus. Metode yang digunakan adalah deskriptif-eksploratif. Dari temuan di lapangan konflik yang terjadi dipicu oleh kegiatan pembongkaran bangunan Pabrik Es Saripetojo yang dilakukan pihak pengembang -PT. Whira Taruna- secara sepihak tanpa mengindahkan surat Pemerintah Kota Surakarta, bahwa bangunan tersebut masih dalam proses penentuan status cagar budaya oleh Kementerian Kebudayaan dan Pendidikan. Penyebab lainnya adanya perbedaan kepentingan stakeholder. Perbedaan kepentingan terhadap penentuan status cagar budaya dan pemanfaatan lahan diselesaikan dengan konsensus. Menurut Johan Woltjer (2000) perencanaan konsensus penentuan status cagar budaya termasuk dalam tipe perencanaan dipandang sebagai proses kolaborasi dan pembelajaran, sedangkan perencanaan konsensus pemanfaatan lahan termasuk dalam tipe perencanaan yang bermakna sebagai proses penawaran dan negosiasi. Tingkat kepuasan stakeholder terhadap hasil konsensus diklasifikasikan tiga klasifikasi; puas, puas namun masih menunggu selesainya pembangunan hotel dan tidak puas. Penelitian ini menyarankan : 1) Dalam melaksanakan kegiatan baik pembangunan infrastruktur maupun lainnya, disamping mengikuti prosedur normatif perijinan developer seharusnya juga menjalin komukasi yang intens kepada pihak-pihak yang mungkin terlibat. 2) Konsensus merupakan salah satu alternatif solusi penyelesaian masalah, proses kosensus yang terjadi dalam penelitian ini dapat digunakan untuk menyelesaikan permasalahan yang mirip di lokasi lain.

The Plan of the Central Java Provincial Government represented by Perusahaan Daerah Citra Mandiri Jawa Tengah which will build a mall in a historic site “Pabrik Es Saripetojo” located in Kampung Jantirejo, Kelurahan Sondakan, Kecamatan Laweyan, Surakarta has created a disputed/ conflict. Such conflict has strarted in 2011 and finnaly finished in 2013. The research intends to find out the conflict cronology, the trigger of the conflict, the stakeholder involved, the solution process, type of the consensus planning and statisfaction level of stakeholders. The method applied in this research is descriptive-explorative. From the investigation in the field, the conflict has been triggered by the demolition of building which has been done by the developer –PT. Whira Taruna- without obeying the recomendation letter from the City Government of Surakarta; stated that the building was being in the consideration process to become cultural heritage from the Minister of Cultural and Education. The other conflict existed the different interests from stakholders. After two years of the conflict consensus is achieved. According to Johan Woltjer (2000) consensus planning of cultural heritage is seen as process of collaborative and learning. Meanwhile, the consensus planning of land use to be predomantly a process of bargaining and negosiations. The statisfation level of stakeholders toward the consensus can be classifield in three levels; satisfy, satisfy with the result but waiting until the finishing of the hotel construction, and dissatisfy. The research suggest two things: 1) In order to build an infructructure or others, the developer should make an intens communication with the stakeholder that probably involved. 2) Consensus planning is an alternative problems solutions, consensus procces that found in Saripetojo case can be used to solve the similar problems in other locations.
