Implementasi kebijakan Sertifikasi Guru hingga saat ini masih menghadapi berbagai permasalahan. Banyak pihak yang mempertanyakan hubungan kebijakan sertifikasi dengan peningkatan profesionalitas guru untuk memajukan mutu pendidikan. Evaluasi kebijakan sertifikasi guru ini dilakukan dengan tujuan untuk mengetahui dampak kebijakan sertifikasi guru dalam mewujudkan guru yang profesional dalam rangka meningkatkan mutu pendidikan. Adapun dampak kebijakan sertifikasi guru akan dilihat dari tingkat kedisiplinan guru mematuhi aturan, perbandingan kinerja guru (sebelum dan sesudah sertifikasi) dan perbandingan kinerja guru sertifikasi dan guru non sertifikasi. Data yang digunakan adalah data primer dan data sekunder. Data primer diperoleh dengan teknik pengumpulan data melalui survey, metode wawancara dan pengamatan yang dilakukan oleh peneliti. Sedangkan data sekunder yang digunakan diperoleh dari hasil laporan, Renja, Lakip, Renstra Dinas Pendidikan Kota Sibolga, Pengawas SD, serta pengumpulan literatur dan peraturan dan perundangundangan yang mendukung data primer. Hasil analisis menunjukkan implementasi kebijakan sertifikasi guru melalui portofolio belum adanya perubahan peningkatan tingkat disiplin, kompetensi dan kinerja guru menjadi lebih baik. Guru yang memiliki sertifikasi tidak menunjukkan kinerja dan kompetensi yang lebih baik dari guru non sertifikasi. Hal ini berkaitan erat dengan proses implementasi kebijakan sertifikasi guru yang mengutamakan masa kerja guru dan bukan berdasarkan kompetensi. Sehingga sertifikasi belum menjamin kualitas profesionalitas guru. Pembinaan dan pelatihan perlu ditingkatkan bagi guru sertifikasi khususnya pelatihan dalam upaya peningkatan kompetensi guru seperti pelatihan dan penggunaan media atau sumber pembelajaran yang inovatif berbasis teknologi informasi komunikasi serta pemberdayaan guru dalam menulis karya ilmiah.

The implementation of teacher certification policy up to now still facing numerous problems. Many people who question the policy relationship with increased professionalism of teacher certification to advance the quality of education. The policy evaluation of teacher certification was done in order to determine the impact of teacher certification policies in creating a professional teacher in order to improve the quality of education. The impact of teacher certification policies will be seen from the level of discipline teachers abide by the rules, comparison of the performance of teachers (pre-and post-certification) and comparison of the performance of non-teacher certification and teacher certification. The data used are the primary data and secondary data. Primary data obtained with techniques of data collection through surveys, interviews and observations made by researchers. While the secondary data used were obtained from the results of the report, Renja, performance reports, strategic plan of Department Education Sibolga, Elementary Supervisor, as well as the collection of literature and the regulations and legislation that support the primary data. The results of analysis demonstrate implementation of teacher certification through portfolio policy have not been any changes to an increase in the level of discipline, competency and performance of teachers for the better. Teachers who have certification does not show the performance and competence of teachers in non certification. It is closely related to the process of implementation of policies that give priority to the certification of teachers teacher's work and not based on competence. So the assures quality certification has not been professional teachers. Coaching and training needs to be improved for teacher certification in particular training in an attempt to increase the competence of teachers like training the use of the media or an innovative learning resource based on information and communications technology as well as empowerment of teachers in writing scientific papers.
