Penelitian ini membahas tentang reformasi administrasi dalam bidang sistem dan prosedur administrasi di Kementerian Administrasi Negara dan Penataan Wilayah Timor-Leste, sebagai suatu kajian administrasi publik melalui peluncuran suatu kebijakan, bertajuk program reformasi administrasi negara. Tidak adanya kajian terhadap efektivitas pelaksanaan program yang telah berjalan hampir satu dekade ini membuat Kementerian Administrasi Negara ini sebagai pengelola manajemen administrasi publik dalam pelayanan publik dalam bertindak, padahal sistem dan prosedur administrasi dalam pelayanan publik masih tampak lemah, peran birokrasi dalam pemberian pelayanan publik yang efektif dan efisien, akuntabilitas dan reponsibilitas belum dapat dilakukan karena semua sistem pemerintahan dalam administrasi pembangunan dan kebijakan pelaksanaan program pembangunan daerah masih sentralistik di pemerintah pusat. Hal ini yang menyebabkan lemahnya kualitas pengaturan sistem dan prosedur administrasi dan kebijakan pemerintah dalam pembangunan administrasi. Dan penempatan pejabat struktural dan fungsional belum disesuaikan dengan kemampuan sumber daya aparatur serta tidak mampunya pemerintah untuk melakukan perubahan struktur, norma-norma, nilai-nilai budaya dan regulasi yang selalu berorientasi kepada penguasa, sehingga telah menyebabkan gagalnya upaya untuk memenuhi aspirasi dan kebutuhan masyarakat, belum terciptanya standar budaya pelayanan publik. Untuk mengetahui pelaksanaan reformasi administrasi dalam bidang sistem dan prosedur administrasi maka digunakan desain penelitian deskriftif-kualitatif dengan menggunakan pendekatan studi kasus agar mendapatkan pemahaman yang mendalam mengenai fenomena yang terjadi di lapangan. Data diperoleh dengan teknik wawancara, observasi dan dokumentasi. Sebagai hasil penelitian diperoleh dari sistem dan prosdur administrasi yang dilihat dari bentuk hubungan kerja antar direktorat nasional dan daerah dengan daerah yang lain, dan jaringan kerjsama dalam sistem pengelolaan proses hubungan administrasi antara direktorat nasional dan daerah dengan daerah yang lain, belum adanya bentuk pengaturan sistem yang jelas dan bentuk pengaturan pengembangan jaringan kerjasama dalam menghubungkan daerah dengan berbagai aspek pemanfaatannya. Sehingga perlu dibentuknya pengaturan sistem yang kuat dan tegas dan bentuk pengaturan sistem pengembangan jaringan kerjasama antara direktorat nasional dan daerah dengan daerah yang lain, dalam pemeliharaan dan pengembagan sistem yang ada, sehingga dapat memperlancar proses hubungan administrasi antara direktorat nasional dan daerah dengan daerah yang lain dan dapat memanfaatkan jaringan kerjasama yang ada dengan daerah yang lain di masa yang akan datang. Adapun faktor-faktor yang mempengaruhi pelaksanaan sistem dan prosedur administrasi yang dilihat dari tingkat kemampuan dalam pelaksanaan sistem dan prosedur pengelolaan proses hubungan administrasi di Kementerian administrasi Negara dan Penataan Wilayah, yaitu kemampuan sumber daya aparatur yang merupakan suatu variabel dalam penempatan pejabat struktural dan fungsionalnya belum sesuai dengan tingkat pendidikan (kemampuan intelektualitasnya) dan bidang yang ditekuninya, dan kebijakan sef capacity building belum dimanfaatkan secara optimal, sehingga perlu adanya penempatan jabatan struktural dan fungsional harus disesuaikan dengan tingkat pendidikan dan dapat dimanfaatkan sumber daya aparatur pemerintah yang berkualitas termasuk yang telah menyelesaikan pendidikan lanjutan. Sedangkan variabel budaya birokrasi dalam nilai-nilai transparansi, keterbukaan, kejujuran, keadilan yang tertuang dalam undang-undang pemerintah belum dilaksanakan sesuai dengan nilai-nilai yang ada, sehingga perlu adanya ketegasan peraturan dalam penerapan nilai-nilai budaya birokrasi dalam pelayanan publik,

To know the implementation of administrative reforms in the field of administrative systems and procedures it uses descriptive-qualitative research design using a case study approach in order to gain a deep understanding of the phenomena that occur in the field. Data obtained by interview techniques, observation and documentation. As the research results obtained of systems and procedures for the administration of the views of the form of a working relationship between the National Directorate and areas with other areas, and a network of cooperation within the system of managing the process of administrative relationships among National Directorate and other areas of the region, yet there is a clear form of system settings and the settings of network development in cooperation with the various aspects of the area linking its utility.
