Potential countermeasures for traffic accidents in the Jakarta-Cikampek Toll Road

Toll road, a freeway designed for high speed traffic and high traffic volume has different characteristics causing different severity of accident from other road types. The Jakarta-Cikampek toll road which connects Jakarta, Bekasi, Karawang and Cikampek runs 72.5 on a straight road. For the reason, drivers tend to drive their vehicles fast. Driving in such a manner requires good physical condition and skill. Based on data from PT. Jasa Marga (Persero) Jakarta-Cikampek Branch, the Jakarta-Cikampek toll road has a higher accident rate compare to other toll road. As said by many, the Jakarta-Cikampek toll road is dangerous. This research was undertaken to identify potential countermeasures in black-spot locations that are cost effective to reduce accident. The research employed the historical data method in analyzing secondary data on accident record from the year 2005 until 2007 obtained from PT Jasa Marga (Persero) and the visual survey. It attempted at identifying the trends in accident occurrences by describing the accident frequency by year of occurrence, by hour of occurrence, by vehicles involved, and by main causes. The statistical rate quality control of over-dispersed data method was used to identify black-spot locations. By knowing the repetition of accidents and its trend in each black-spot, the causal factor that contributed most to accidents could be identified. Potential countermeasures are then selected for each Black-spot location according to the road condition in order to reduce the number of accident occurrences. The effectiveness of countermeasures for each black-spot locations was then analyzed using the Benefit Cost Ratio analysis. The result of analysis concluded that 75.40% of accidents were caused by human factors, 23.7 % by vehicles and 0.87% by road, environment and other factors. Lack of anticipation and fatigue were human factors that mainly caused accidents. The results of analysis also found that most accidents occurred in the early morning (from 00.00 am until 06.00 am). The type of vehicles which was mostly involved in accidents was minibus, making up 24.43% of the total number accident occurrences. Black-spots were identified in three locations in Jakarta to Cikampek direction, i.e. Km 36+000 – 37+000, Km 69+000 – 70+000 and Km 71+000 – 72+000, and two locations in Cikampek to Jakarta direction, namely Km 44+000 – 45+000 and Km 56+000 – 57+000. Potential countermeasures to reduce accidents take the form of installment of rumble strips, warning signs, rest area, warning lights and guardrails.
