Transport cost at Jakarta intra urban toll road and non toll road

Jakarta as the capital city of Indonesia has been the center of all activities for years. These activities generate traffic rapidly and result in the increasing number of vehicles in Jakarta. The increasing number of vehicles is not supported by significant increasing length of roads. This imbalanced situation creates the congestions both in toll and non toll roads. With congested roads, average speed will be lower and the transport cost will increase. The goal of this study is to analyze transport cost at Jakarta Intra Urban Toll Road (JIUT) and non toll road. From the analysis, transport cost’s model will be developed. The relationships between transport cost and speed will also be analyzed to propose optimum speed to minimize transport cost. This study uses two methods for every component of transport cost. Vehicle operating cost will be estimated with PCI (Pacific Consultants International) and ITB (Bandung Institute of Technology) methods, travel time cost will be estimated with GRDP approach and forecasting from IHCM (Indonesian Highway Capacity Manual) 1996, accident cost will calculated using gross output approach and forecasting from RSNI (Indonesian National Standard Plan) 2005, environmental cost will be calculated with forecasting from World Bank 1990 and Pollution Rate 1997. Of the two methods, the best method will be chosen to calculate every component of transport cost. Most of data needed in this study are secondary data consisting of vehicles data, roads data, and accidents data. Some assumptions and judgments are also used in this study. Based on analysis, transport cost in JIUT is lower than in arterial road for all types of vehicles. For passenger car, the costs per kilometer are around Rp. 3,219 and Rp. 5,816 for toll and non toll road respectively. For bus in toll road is around Rp. 14,989 and Rp. 33,440 for non toll road. For truck, transport costs per kilometer are around Rp. 5,873 and Rp. 12,367 for toll and non toll road respectively. The relationship between transport cost and speed in toll road can be represented by equation TC = 31.49S2-884.4S+8350 for passenger car, TC = 144.9S2-4148S+37881 for bus, and TC = 56.34S2-1230S+11645 for truck. In non toll road the equations are TC = 35.20S2-960.9S+8897 for passenger car, TC = 168.5S2-4627S+41483 for bus, and TC = 82.32S2-1762S+15490 for truck. Based on the analysis, there is an optimum speed for every type of vehicle to minimize transport costs. The optimum speed for toll road is 70 Km/hr for passenger car and bus and 55 Km/hr for truck. Optimum speed in non toll road is 65 Km/hr for passenger car and bus and 55 Km/hr for truck.
