EVALUASI PENERAPAN BALANCED SCORECARD SEBAGAI DASAR PENGUKURAN KINERJA STUDI PADA DITJEN PERBENDAHARAAN

Balanced Scorecard merupakan suatu sistem manajemen strategis yang menyediakan kerangka kerja untuk menerjemahkan strategi organisasi menjadi istilah-istilah yang operasional dan dapat dilaksanakan. Ide utama dari Balanced Scorecard adalah untuk menyeimbangkan (balance) pengukuran financial dengan pengukuran non-financial dalam tiga perspektif yang lain yaitu customer, internal dan learning and growth. Dalam penelitian yang dilakukan pada perusahaan-perusahaan yang berhasil menerapkan Balanced Scorecard, terdapat pola yang konsisten untuk mencapai fokus strategis dan keselarasan. Meskipun masing-masing organisasi memiliki tantangan dan langkah yang berbeda-beda, namun ada 5 (lima) prinsip yang harus diperhatikan. Prinsip-prinsip tersebut dikenal dengan Strategy- Focused Oganization (SFO). Sejak tahun 2007 Kementerian Keuangan telah menetapkan penggunaan metode Balanced Scorecard dalam pengukuran kinerja dengan tujuan agar kinerja menjadi terukur dan terarah. Namun implementasinya sendiri baru bisa dilaksanakan secara serentak pada tahun 2011 dengan Keputusan Menteri Keuangan (KMK) No.454/KMK.01/2011 tentang Pengelolaan Kinerja di Lingkungan Kementerian Keuangan. Hasil evaluasi berdasarkan prinsip SFO yang dilakukan pada obyek penelitian menunjukkan bahwa pelaksanaan penerapan Balanced Scorecard pada tahun 2012 masih pada kondisi dan jalur yang sesuai dengan prinsip SFO tersebut. Dari kelima prinsip itu, prinsip membuat strategi menjadi pekerjaan setiap pegawai setiap hari (make strategy everyone’s everyday job) menjadi prinsip yang penerapannya masih kurang. Sementara itu prinsip menerjemahkan strategi menjadi istilah-istilah operasional (translate the strategy to operational terms) menjadi prisip yang penerapannya paling baik.

Balanced Scorecard is a strategic management system that provides a framework for organizations to translate strategy into operational and enforceable term. The main idea of the Balanced Scorecard is to balance between financial measures with non-financial measures in the other three perspectives, namely customer, internal and learning and growth. In a study conducted on companies that successfully implemented the Balanced Scorecard, there is a consistent pattern to achieve the strategic focus and alignment. Although each organization has its challenges and different steps, but there are 5 (five) principles are concerned. The principles are known as the Strategy-Focused Oganization (SFO). Since 2007 the Ministry of Finance has established the use of the Balanced Scorecard performance measurement in order for performance to be measured and targeted. However, the implementation itself can only be carried out simultaneously in 2011 by the Minister of Finance (KMK) No.454/KMK.01/2011 on Performance Management in the Ministry of Finance. The evaluation results based on the principle that performed on the object SFO showed that the implementation of the Balanced Scorecard in 2012 is still on track conditions and in accordance with the principles of the SFO. From the five principles, the principle: make strategy everyone's everyday job as a principle whose application is still lacking. The principle: translate the strategy to operational terms is a principle whose application best.
