KEPEMIMPINAN BUPATI AGUS FATCHUR RAHMAN DALAM PENANGANAN KEMISKINAN DI KABUPATEN SRAGEN

The title of this study is \\"The Leadership of Agus Fatchur Rahman as a Regent in Handling Poverty in Sragen\\". Leadership has an important role in determining the performance of public organizations in order to create the optimum service to the community. Data from BPS Sragen in 2011 show that there are 349.027 people and 87.768 families lies in the poor level. Until 2012, poverty in Sragen is still high and not approached directly. The local government has not focused and not integrated to handle the poverty so that the appears an ego-sectoral between Local Government Officer, incoordination, and data confusion in classifying the poor. This study aims to explain leadership of Agus Fatchur Rahman as a regent in handling poverty in Sragen for period 2011-2016. The methodology which applied to this study is qualitative research by phenomenological approaches. The collecting data is done by observation, interviews, documentation, and literature. Theoretical logic in reviewing Fatchur Agus Rahman's leadership when he was classifying the poverty in Sragen viewed from administrative functions including vision and mission, decision making / policy, communication and coordination, supervision, administration tasks and motivation. His practice in administrative functions is the basic of consideration to determine his leadership type. In looking for his leadership style, servant leadership theory is chosen and applied in this study. Output of Fatchur Agus Rahman's leadership in handling poverty in Sragen is an innovation in regional level named Unit Pelayanan Terpadu Penanggulangan Kemiskinan (UPTPK). The leadership type of Agus Rahman Fatchur is servant leadership, especially for poor community and his official member. This is indicated by he is an egalitarian, open minded to the public and his official members, and always involving subordinates in any particular policies and programs related to poverty. Evidence of his egalitarian has shown by his vision \\"Mbela Wong Cilik\\" and his efforts to establish UPTPK as the office of the poor. The poor handling program in Sragen include three aspects, there are education, health, and socio-economic. The successful in handling poverty through UPTPK has been reached by good commitment, technical support services, and public enthusiasm. To handle poverty based on community empowerment as an advanced solution to break the chains of poverty is a recommendation from this research result to the government.
